The Holt Town Neighbourhood Development Framework sets out a comprehensive long-term vision to transform a 74-acre brownfield site in central Manchester into a new mixed-use, residential-led neighbourhood. Located between the city centre and the Etihad Campus, the area has historically been underutilised, and the framework aims to unlock its potential through coordinated regeneration and placemaking.

The framework guides development across the site, delivering approximately 4,500 new homes alongside commercial, leisure and community uses. It establishes a clear structure of streets, green spaces and character areas designed to create a connected and legible urban environment. A strong emphasis is placed on integrating new development with surrounding neighbourhoods, improving connectivity and access to public transport, walking and cycling routes.

The vision also prioritises high-quality public realm and green infrastructure, creating a healthy and attractive place to live. By balancing housing delivery with employment opportunities and social infrastructure, the framework aims to support sustainable growth and create a vibrant, inclusive neighbourhood that contributes positively to the wider city.

Our Role

BWB, through Deetu, led the strategic engagement and consultation for the Neighbourhood Development Framework, delivering a comprehensive digital-first approach to community involvement. This included the creation of an interactive online platform to clearly communicate the scheme's vision, design principles, and character areas.

Accessible consultation

We developed an accessible and engaging digital consultation strategy that enabled stakeholders, residents and businesses to meaningfully contribute to the evolution of the framework. The platform attracted over 8,000 users and generated feedback from more than 400 individuals and organisations, ensuring a robust evidence base to inform decision-making.

Meaningful insights

The scale and ambition of the scheme required engagement at a city-wide level, while still capturing meaningful local insight. Translating a complex masterplan into accessible content for a broad audience was a key challenge.
