Client: Peel Cubico Renewables

Billown Solar is a proposed grid-scale solar photovoltaic (PV) farm located in Malew near Castletown on the Isle of Man. It is being developed by Peel Cubico Renewables on approximately 84 acres of agricultural land.

The scheme includes a battery storage component and is intended to generate around 26–27 MW of renewable electricity, enough to power thousands of homes, contributing to the Island’s renewable energy ambitions and enhancing energy security.

Our Role

Deetu, BWB's sister company, were commissioned to lead the public consultation and stakeholder engagement for Billown Solar. Our team developed and executed a comprehensive community engagement campaign, including drop-in sessions, digital consultations, and survey tools, to inform residents, capture feedback, and mobilise local support post-submission.

Community engagement

We captured over 431 responses, with highly positive sentiment, and supplied the client with robust evidence to support negotiations with the Isle of Man Government and to inform planning considerations.

Meaningful strategy

One of the primary challenges was securing meaningful community engagement on a large-scale infrastructure proposal in a rural context. To address this, we designed an accessible engagement strategy that leveraged virtual drop‑ins alongside traditional outreach, resulting in a high response rate and strong local backing. The feedback was instrumental in refining aspects of the scheme and in providing the client with credible social licence.

Understandable information

Another challenge was balancing transparency and technical complexity, presenting clear, understandable information on energy, grid, and environmental topics to a varied audience. Our role was critical in translating these issues into user‑friendly formats to promote understanding and trust.
