Promotion of circa 30ha site spanning three planning authorities and two counties, for employment usage through outline to delivery. Extensive negotiations were required with a number of stakeholders, covering subjects including geo-environmental conditions, wildlife and bio-diversity, Public Rights of Way, local flood risk and water quality management.
Extensive discussions were undertaken with both County highway authorities and the HA to agree the scope of works required to service the development and the extent of offsite mitigation, including devising a HGV monitoring strategy.
The site had several challenges including topography, access and drainage. However, the key issue was overcoming resident concerns regarding the potential for development related HGVs to route via unsuitable local roads. This culminated with Stratford District Council (SDC) Planning Committee granting outline planning consent providing an HGV Routing Strategy was produced in liaison with a SDC appointed Resident Steering Group. BWB listened to the specific concerns of the residents and other stakeholders before devising a monitoring system utilising automatic number plate recognition cameras to connect HGVs with specific occupiers. Thereby, enabling targeted management interventions and penalties for offending occupiers.
BWB were initially involved following the incumbent highway consultant struggling to achieve an acceptable access solution onto the Coventry Highway. The resulting arrangement is unconventional given the proximity to the A435 slip roads, but has secured all necessary approvals.
