- Identification and management of suitable consultants for all stages of the project, and agreeing the terms and conditions of their appointments
- Establishing the Project Strategy
- Co-ordinating the production of design information required for obtaining technical approval from Statutory Authorities and for tendering purposes
- Establishing the Procurement Strategy
- Managing the procurement process including pre-qualification of contractors, tendering, award of contract, supervision of construction, contract administration, commissioning and hand-over
