This exciting £400M mixed-use regeneration of the former General Motors vehicle production plant is being planned by Southside & City Developments, a joint venture between URUK, the specialists urban regeneration division of Roxylight and Laing O´Rourke, one of the UK´s leading construction companies. The ambitious and visionary masterplan promises to bring back employment and new housing to an area that has historically been such an important part of Luton. The 55 acre site offers the opportunity for new commercial offices, light industrial, hi-tech manufacturing, retail, hotel & conferencing uses, as well as airport parking to provide for the future expansion of London Luton Airport.

As part of the Environmental Statement supporting an outline application, BWB produced an extensive Transport Assessment and provided detailed traffic information for the Air Quality and Noise Assessments. Given the scale of development, the TA examined a large study that contained M1J10 and M1J10A and accounted for the implementation of the East Luton Corridor highway improvement scheme. The assessment quantified the implications of two scenarios based on achieving differing levels of sustainable travel and identified possible measures for future implementation. The report also contained the examination of historical accident records, parking requirements, construction traffic and development phasing.

The existing development is currently being demolished, whilst outline planning approval is sought. However, it is expected that construction will begin in early 2006, with the developer anticipating that the scheme will be completed during 2012.
